Who Uses the Los Angeles Chinese Consulate?
The Chinese Consulate General in Los Angeles accepts ordinary visa applications from applicants residing within its official jurisdiction. The current jurisdiction includes Southern California, five full states, and the Pacific Islands.

Utah and Colorado Now Use Los Angeles, Not Chicago
The June 29, 2024 Change
Utah and Colorado were reassigned to the Los Angeles Consulate jurisdiction in the June 29, 2024 U.S. jurisdiction changes. Applicants who previously used Chicago should not rely on their old visa application's Consulate selection.

How to Start a Los Angeles COVA Application
The Los Angeles Consulate uses China's official Online Visa Application system, launched September 30, 2025. Applicants register online, complete their information, upload required documents, submit for initial review, and periodically track the application status.
Step 1: Use the Official COVA Website
Go to consular.mfa.gov.cn/VISA/. The Consulate's current instructions strongly recommend using a computer, rather than a phone, to complete the COVA website.
Step 2: Select "Los Angeles"
On "Start My Application," choose Los Angeles if your current residence belongs to the LA jurisdiction above. The Consulate specifically directs applicants in its service area to select Los Angeles in COVA.
Step 3: Complete the Application and Upload Documents
COVA captures identity and passport information, visa category, travel details, employment/education/family history, prior China travel or visa information, and the required supporting uploads for your visa category.

Proof of Residence for the Los Angeles Consulate
Because jurisdiction is residence-based, COVA requires proof that you live within the Los Angeles Consulate's service area. Current LA instructions list acceptable examples: a driver's license, state ID, a utility bill (water, electric, gas, or internet), or a bank statement. For a minor unable to provide their own proof, parental documentation may be uploaded instead.
Use current documentation that matches your actual residence. Do not choose Los Angeles merely because you plan to be in California.
What Do Los Angeles COVA Statuses Mean?

This generally means the online review found information that must be corrected or supplemented. It is not the same as a final visa denial. Log into COVA, read the review comments, amend the requested information, and resubmit as instructed.

What Does "Passport to be Submitted" Mean at Los Angeles?
"Passport to be Submitted" means the initial online-review stage has progressed to physical submission. It does not mean your visa has already been issued.
The Los Angeles Consulate instructs applicants to take a screenshot of the page showing the application barcode and the status "Passport to be Submitted," print that page, and submit it with the original passport and any other physical documents required for the case.

What Must Be Physically Submitted at the LA Consulate?
Online COVA uploads reduce the amount of paperwork that needs to travel physically, but Los Angeles is not a "passport only" process in every case.

Passport Photo
The visa photo is uploaded through COVA. Current LA instructions state that a physical photo does not need to be submitted if the upload was successful. Not every customer needs to mail a printed passport photo — see our COVA photo check failed fix if your upload was rejected.
Previous Chinese Visa and Old Passport
Can You Apply While an Old Chinese Visa Is Still Valid?
The LA Consulate says a previous Chinese visa generally needs to be no longer valid or becoming unusable before a new visa application, and specifically notes that where the old visa remains valid for more than six months and remains usable, the Consulate will not issue a new visa. It also notes that if only the passport was renewed and personal information is unchanged, a valid old visa may still be used together with the new passport.
When Does the Old Passport Need to Be Submitted?
Current LA materials require applicants with previous Chinese visas or residence permits to upload the previous visa/passport information, and require original Chinese visa documentation in certain cases, including where the last visa remains valid.
- If your prior Chinese visa was still valid when you completed or started COVA and is inside an old passport, contact Mandy — expect to include that old passport.
- If the prior visa was already expired, do not automatically mail the old passport unless your COVA review or Mandy specifically requires it.
Los Angeles Passport Validity and Blank-Page Requirements
Official LA Consulate Minimum
The current Los Angeles instructions state: more than 6 months of passport validity remaining, and at least 1 blank visa page.

- More than 12 months remaining — generally proceed.
- More than 6 months but 12 months or less — contact Mandy before mailing. Available visa validity may be affected and the case may require additional handling.
- 6 months or less — renew the passport before mailing.

Tourist L Visa Requirements at Los Angeles
The current LA Consulate document table states that no additional Tourist (L) visa documents have been required as the standard category requirement since January 1, 2024. The applicant still must complete COVA and provide the core documents, and the Consulate may request additional material for an individual case.
Business M Visa Requirements at Los Angeles
For an M visa, the current LA requirements list an invitation letter from a business partner or a competition/event organizer in China as an online upload. The current table does not ordinarily require the invitation letter to be physically submitted after a successful upload, unless the Consulate specifically asks for an original.
Family Q1 / S1 Applicants Need Extra Attention
Q1 and S1 applications may require original proof of family relationship — such as a marriage certificate, birth certificate, official kinship certification, or notarized kinship documentation — at physical submission. The LA Consulate's current document matrix explicitly identifies these originals for Q1 and S1 cases.

COVA initial review takes place before physical passport submission. The LA Consulate's current instructions do not publish a guaranteed number of days for initial online review. Monitor COVA periodically and allow time for modification or supplementary-document requests.
What Happens After Physical Submission?
When processing is complete, COVA may update to "Passport to be Collected." If review does not succeed, the system can show "Review Failed." The pickup slip issued at physical submission is used to collect the visa/passport. ChinaVisaMail handles the physical pickup as part of the service.

Why Arizona, Hawaii, Utah, Colorado and New Mexico Applicants Use a Mail-In Agent
Los Angeles provides no direct visa mail service — physical submission and later collection both occur at the Consulate. For applicants living hundreds or thousands of miles away, a designated representative or agency can eliminate the need for the applicant to personally make those Consulate visits. The Consulate expressly permits another person or agency to submit on the applicant's behalf.
