Utah's Consulate Changed in 2024 — Here's What That Means
If you have applied for a China visa before and you live in Utah, the single most important thing to know is this: your consulate changed on June 29, 2024.
On that date, the People's Republic of China and the United States reached an agreement adjusting consular jurisdictions across the country. Utah — which had previously been served by the Chicago Consulate — was moved to the Los Angeles Consulate. This is not a temporary change. It is the permanent new jurisdictional map.

Before June 29, 2024: Utah residents submitted China visa applications to the Chinese Consulate General in Chicago.
After June 29, 2024: Utah residents must submit all China visa applications to the Chinese Consulate General in Los Angeles, 500 Shatto Place, 3rd Floor, Los Angeles CA 90020.
If you select Chicago in COVA after this date: Your application will be rejected. The Chicago Consulate no longer accepts Utah applications under any circumstances.
This change affects every Utah city: Salt Lake City, Provo, Ogden, West Valley City, Orem, West Jordan, Sandy, Layton, St. George, Lehi, Logan, Draper, and every other city and county in the state.
Why this matters for experienced applicants: If you've applied for a China visa before — and many Utah residents have, through church service, business travel, or family connections — you probably have muscle memory for the Chicago Consulate. That knowledge is now incorrect. In COVA, you must select Los Angeles. Every time. For every Utah applicant.
Is There a Chinese Consulate in Utah?
No. There is no Chinese consulate, embassy, or visa office anywhere in Utah. This was true before the 2024 change and remains true after it. Utah residents have always needed to travel to a consulate in another state to submit China visa applications — first to Chicago, now to Los Angeles.
The nearest Chinese consulate to Salt Lake City is the Chinese Consulate General in Los Angeles, located 690 miles away at 500 Shatto Place, 3rd Floor, Koreatown, Los Angeles CA 90020. The consulate operates Monday through Friday, 9:00am to 3:00pm, and requires two separate in-person visits — one to drop off and one to pick up four working days later.

COVA — Critical Instructions for Utah Applicants
COVA (China Online Visa Application at consular.mfa.gov.cn/VISA/) launched as mandatory for all US China visa applicants on September 30, 2025. For Utah residents, there is one COVA instruction that overrides all others:
In COVA, Utah residents must select Los Angeles. Choose "North America" → "Los Angeles." Never select Chicago. Chicago no longer accepts Utah applications as of June 29, 2024. The consulate selection cannot be changed after COVA submission — a wrong selection means restarting your entire COVA application from scratch. If you are unsure, contact us before submitting.
If you previously applied for a China visa and selected Chicago, that institutional memory is now wrong. The requirement is Los Angeles — always, for every Utah city, for every applicant type, for every visa category.
